Planning Scheme Amendment C272 applies to land within the Merrifield Employment Precinct (generally located on the northwest corner of the intersection of Donnybrook Road and the Hume Freeway).
The Amendment proposes amending Schedule 2 of the Comprehensive Development Zone (CDZ2) to allow consideration of Materials Recycling.
It will also propose to make administrative changes to the Schedule and to the Heritage Overlay (HO259).

What does Amendment C272 propose
Materials Recycling
Amendment C272 proposes changes to Schedule 2 to the Comprehensive Development Zone (CDZ2) to allow planning permit applications for Materials Recycling. This category of use is currently prohibited in the Merrifield Employment Precinct zone.
The Amendment also proposes to make administrative updates to the schedule of CDZ2 to align with a state-wide amendment (VC175).
Heritage Overlay
HO259 will be deleted from the Heritage Overlay. The reason for this proposed change is that there are no properties in the area that are listed on the Victorian Heritage Database.
An overlay for a property on Donnybrook Road was removed following a heritage assessment which found it had minimal surviving historical significance.
How will Amendment C272 affect the area
The proposed Amendment will allow planning permit applications to be submitted for consideration of materials recycling on land within the CDZ2.
Each application for materials recycling will be assessed on a case-by-case basis to ensure the protection of environment and amenity under the Hume Planning Scheme.
Council will use Clause 53.14 to make sure any materials recycling activities are located so that they have minimal impact on the environment and amenity of the area.
And Clause 53.10 will be used to make sure there is a buffer, where appropriate, between residential areas and any other sensitive uses. Applications that don't meet these clauses will be referred to the Environment Protection Authority.
