Background
Council has prepared Amendment C274 following a request on behalf of the landowner of 800-820 Somerton Road.
The Amendment applies to the land at 800, 820 and 870 Somerton Road, Greenvale.
The Amendment proposes to implement the Somerton Road Precinct Structure Plan and the Somerton Road Native Vegetation Precinct Plan.
The future Somerton Road precinct will:
- Provide around 300 new houses
- Include new parks for leisure and recreation
- Connect new walking and cycling paths to nearby local destinations
- Protect significant trees across the precinct.
The Amendment makes multiple changes to the Hume Planning Scheme to facilitate the development of the precinct in accordance with the Plans including:
- Rezoning the land to a new Urban Growth Zone – Schedule 14 (UGZ14).
- Applying the Public Acquisition Overlay (PAO1) to allow for land acquisition by the State Government for the future widening of Somerton Road.
- Amending other Clauses of the Hume Planning Scheme to incorporate and give effect to the Somerton Road Precinct Structure Plan and the Somerton Road Native Vegetation Precinct Plan.
The amendment is supported by a Section 173 Agreement (legal agreement) to deliver community benefits including affordable housing and the payment of levies towards community, recreation and transport projects.
Planning Panel
A three day planning panel will be held on following days:
Day 1 – Tuesday 28 January 2025 – 10am to 4.30pm
Day 2 – Thursday 30 January 2025 – 10am to 4.30pm
Day 3 – Friday 31 January 2025 – 10am to 12pm

Getting to the Hearing venue – Planning Panels Victoria (corner Spring and Flinders Streets) is on the 75 and City Circle tram lines and a short walk from the Collins Street trams 109, 11, 12 and 48. It is also a short walk from Parliament Train Station
Time will be made for morning and afternoon breaks each day. Break times will be taken at appropriate points in the proceedings, and break times in the timetable are indicative only.
