Hume's Road Management Plan

Hume City Council is responsible for the management of almost 1,400 kilometres of local roads and over 2,000 kilometres of local paths within Hume. In order to maintain this volume of roads and paths, Council has a Road Management Plan (RMP) that outlines our approach to how these roads are managed and maintained.

The purpose of Hume City Council's RMP is to:

  1. Establish a system for managing Council’s road network, based on clear policies, operational objectives, and financial resources.
  2. Set performance standards for road maintenance, inspection, and repair, ensuring a consistent and transparent level of service.
  3. Define Council’s functions and responsibilities as the road authority, including maintenance standards and inspection regimes, to effectively manage civil liability and demonstrate responsible asset management.

The RMP does not include:

  • road safety issues
  • maintenance of trees or nature strips
  • the budget for planning for new roads or footpaths.

Review of the RMP

Under the Road Management Act 2004 (Vic), we are required to review our RMP every four years to ensure it remains current with evolving standards, legislation and community needs.

The review must consider whether the standards, priorities, inspection, maintenance, and repair of roads set out in the RMP are appropriate.

Our review has been guided by:

  • benchmarking against other Councils
  • analysing data from our improved Asset Management System, which geographically records each inspection and any defects that are identified
  • the Municipal Association of Victoria's (MAV) recommended standards and guidance, including following their new template for Road Management Plans.

Proposed changes

The review showed where improvements can be made to our RMP, particularly in relation to inspection frequencies, intervention levels and response times.

The MAV is aiming to standardise Council Road Management Plans across all municipalities. This will make it easier for anyone who wants to look at Plans across more than one municipality. Therefore, the proposed changes aim to also align to MAVs standards and recommendations.

Footpaths

  • Use reclassification

    Our current RMP classifies paths as either High or Low use. High Use paths are around shopping and sporting precincts, schools and community facilities. All other footpaths are classified as Low use.

    The review has amended this to have ‘High’, ‘Medium’ and ‘Low’ use paths to improve inspection and intervention cycles.

    High Use paths now refer to approx 4km of paths around the CBDs of Sunbury, Broadmeadows and Craigieburn.

    Medium Use paths are the rest of those previously referred to as High Use.

  • Inspection frequencies

    The current RMP has a 1-year cycle for the inspection of High Use footpaths and a 3-year cycle for ‘Low’ use paths.

    We are proposing to:

    • Increase the inspection frequency for Low Use footpaths from 3 years to 2 years.
    • Increase the inspection frequency from 12 months to 3 months for High Use footpaths
    • Medium Use inspection frequency is set at 6 months.

Roads

  • Roads reclassification

    The current RMP classifies Council roads as either ‘Collector and Major Local Roads’ or ‘Local Access Roads.’ As per MAV recommendations, we have updated these classifications to:

    • ‘Sub Arterial’ - provide a connection between residential roads and arterial roads.
    • ‘Collector’ - collect traffic from Access Streets and Access Places and distribute it to major or arterial roads.
    • ‘Access’ - carry only local traffic and provide access to private properties.
  • Inspection frequencies

    We are proposing to:

    • Increase the inspection frequency for Sub Arterial roads from 6-monthly to 3-monthly, based on MAV recommended guidelines to reduce time to address defects.
    • Maintain the inspection frequency for Collector roads at 6-monthly, based on Council benchmarking
    • Extending the inspection frequency of Access roads from 12 to 24 months in line with MAV guidelines. This will help with the reallocation of resources to increase the inspection frequency of Low use paths.

Feedback from Council Meeting

The review and the draft RMP were presented to Council at the 28 April 2025 Council meeting.

In the report, one other key change was proposed around intervention levels for footpaths.

The MAV benchmarked all Council in Victoria to establish an acceptable range that could be used for intervention levels. In the case of variation in height for damaged footpaths, the MAV recommended that 30mm was within the acceptable range and our current RMP has a 25mm variation. The review recommended that this level be increased to 30mm.

At the meeting, Council supported in principle the findings of the review with an amendment to Attachment 5 of the Road Management Plan, to change the standard for vertical displacement of a footpath from 30mm to 25mm.

Therefore the intervention level for footpaths is proposed to stay at 25mm.
