Background
Council’s Place Names Policy is used to assess whether proposals to name a place (a road, feature or locality) meet the criteria of Geographic Names Victoria. It is also used when the boundary of a road, feature or locality needs to change.
The draft Policy has been reviewed and updated so that it aligns with the changes in 2022 to the Naming Rules for Places in Victoria set by Geographic Names Victoria.
The proposed changes to the policy include:
- That the Chief Executive Officer can approve consulting the community on a place name application in some instances
- That the Chief Executive Officer can sub-delegate this power to other Council officers
- That an online link is provided to the naming principles which are contained in the Naming Rules
- A clause is added where Council acknowledges inequity in the naming of places. The clause is 'We commit to working towards equity so that place names reflect gender equity, traditional owner names and our multicultural society'
- Clarification on the criteria about when a living person can be commemorated
To ensure the draft policy is compliant with the updated Naming Rules, the submission template has been updated and a quick guide has been included as an attachment in the draft Policy. The quick guide will assist in the use of the Naming Rules.
