Background
Hume City Council is upgrading the landscape around the Westmeadows War Memorial on Raleigh Street to create a more welcoming place for reflection and to improve the site for events such as the Anzac Day Dawn Service.
Two concept designs have been developed based on input from local stakeholders, including the 1st Tullpark Scouts, who play a key role in local commemorations, and Westmeadows Primary School students.
The existing cenotaph will stay in place. It will be cleaned and the inscriptions will be restored.
These designs include a proposal to honour Corporal Cameron Baird VC MG, a local resident and highly respected Australian Army soldier who received the Victoria Cross after his death. This is Australia’s highest military honour. His family has warmly supported this idea.”
We invite your feedback to help shape the preferred design.
Check out the two designs
Concept 1: geometric design
- Inspired by traditional war memorial forms and military emblems
- Features a formal, symmetrical layout
- Straight lines and arcs extend from the cenotaph
- Creates a uniform arrangement of pathways, seating and garden beds

Concept 2: flowing design
- Inspired by the Moonee Ponds Creek
- Introduces a flowing, natural character that complements the site
- Incorporates natural rocks and ripple‑patterned surfaces
- Symbolises memories spreading outward like ripples in water
