The Lockerbie Precinct is unique, as it intersects three local governments and includes rapidly growing population areas. The Hume portion includes the suburb of Kalkallo, bounded by the Hume Highway to the west and the new development area of the Lockerbie Precinct Structure Plan (PSP). To the north of the precinct is the Mitchell Shire portion of the Lockerbie PSP area. To the east are Whittlesea PSP areas of English Street, Shenstone Park, Donnybrook and Woodstock.

Kalkallo is approximately 33km north of Melbourne’s CBD, and was an early rural town settlement. It contains many natural and cultural heritage sites of significance including churches, hotels, monuments, bridges, waterways and grasslands. The area is currently undergoing development, with new lot sizes being generally less than 500m2.

Planning for this Precinct is shared with Mitchell Shire and Whittlesea Council. The community infrastructure and open space needs included here are only Hume’s portion of this developing area.

This Precinct has been planned under the Precinct Structure Plan (PSP) process, however, as it borders Whittlesea and Mitchell, collaborative planning of creek corridors (in particular the Upper Merri Creek) is required. The former township of Kalkallo was not included in the Lockerbie PSP, so open space connections are needed between the old township and new estates. Urban heat concerns indicate street tree planting and smaller local parks to increase the tree canopy across the Precinct.
