The Rural Precinct includes the rural communities of Oakland Junction, Wildwood and Bulla as well as some of the agricultural areas of Hume. The township of Bulla consists of large residential and lifestyle lots surrounded by active agricultural land.

This Precinct is in the centre of Hume and makes up close to half the total area of the municipality. Whilst the surrounding Precincts have seen rapid and extensive population growth, the rural areas have largely remained the same. Most of this Precinct sits within the Green Wedge corridor and is governed by Hume City Council’s Rural Strategy.

The largest park in this Precinct is Bulla Recreation Reserve, which is a large regional space that includes a miniature railway line and a range of sporting and community facilities.

The priority for this Precinct is to maintain good asset management and access to existing services and facilities, and where possible provide outreach services within existing facilities to reduce travel time for residents.


The key recommendations from the Draft Community Infrastructure Plan for this Precinct are to:

Bulla was a rural township and still provides a local service centre to the surrounding Green Wedge. However, due to the proximity of the airport, it has the potential to become a tourism precinct. This requires a larger strategic planning exercise for the township.

The Bulla Recreation Reserve and surrounds, which includes the Bulla Railway and Alister Clark Memorial Rose Garden, is the main open space in the Precinct. It is subject to an upcoming master plan which will consider a range of upgrades and visitor amenities.
