The Greenvale Precinct is located 21km north of Melbourne's CBD. It is characterised by treelined streets with picturesque surroundings of parks and lakes and convenient local shopping. It has two distinct areas separated by Mickleham Road running north–south through the middle. The eastern section has established residential areas, a major activity centre and the Greenvale Reservoir. The western section is experiencing new residential development, which abuts the Green Wedge and the Woodlands Historic Park.

This Precinct benefits from new and recently upgraded community facilities, that will meet the demand for new residential development that will continue for the coming 10 years.

The Greenvale Recreation Reserve provides for sporting and social recreation uses which has served the community for a long time but is increasingly under pressure from new and different demands on the space by the growing population.

The new and upgraded community facilities will meet the demand for new residential developments that are being established over the next 10 years. The priority for this Precinct is to maintain access to existing facilities and services and introduce new and/or expand current services within these facilities to meet the needs of a changing community.

The key recommendations from the Draft Community Infrastructure Plan for this Precinct are to:

As the Precinct has undergone renewal under the Precinct Structure Plan process, additional open space has been provided within new development. The low-density residential lots off Elphinstone Boulevard have less pressure for public open space, due to the large open space on private properties, but the area would benefit from improved path connectivity to open space. A high proportion of dog ownership requires suitable spaces for off leash and on leash dog play.
