The Draft Council Plan 2025-2029 and Proposed Budget 25/26
In response to the refreshed Hume Community Vision 2045 (adopted 10 Feb 2025), Council has developed our new Draft Council Plan 2025-2029.
The Council Plan is Hume City Council’s key strategic document. It sets out Council's priorities and what we seek to achieve to work towards the Community Vision under four priorities:
- A liveable city of well-designed and connected places
- A climate resilient city with a healthy natural environment
- A healthy community that is inclusive and proud
- A well-governed Council that is strategic and trusted.
For the first time the Council Plan will incorporate the Municipal Public Health and Wellbeing Plan and will continue to include the Disability Action Plan. By integrating these three plans, we recognise the importance of Council’s role in promoting and enhancing public health, wellbeing and social justice in everything we do.
The Council Plan will be achieved through Council’s work, advocacy and decisions, which will drive the development of our annual budgets.
We have now developed our Proposed Budget 2025/26 that will fund our work for the next financial year.

Council Plan 2025-2029
The Draft Council Plan 2025-2029 was informed by an extensive engagement, including deliberative engagement with the community panel who developed the refreshed Community Vision.
The Draft Council Plan identifies four priorities that frame our strategic direction, with eleven strategic objectives that outline the outcomes we are seeking to achieve. Each strategic objective is supported by strategies that outline how we will work towards achieving the objectives, and strategic indicators that monitor our progress.
The Council Plan will be implemented through a Council Annual Action Plan (CAAP) and will be reviewed each year to adapt to the evolving needs of our growing community.
The four priorities and their strategic objectives are outlined below. To read about the strategies and indicators under each see from page 28 of the Draft Council Plan 2025-2029.

3.1 Advancement of social justice and addressing inequalities
3.2 A healthy community with access to opportunities
3.3 An inclusive and socially connected community that celebrates diversity and culture
PRIORITY 4 - A well-governed Council that is strategic and trusted
4.1 A high performing organisation that prioritises continuous improvement, safety and accountability.
4.2 An organisation that demonstrates leadership and strong advocacy.
4.3 A responsive and engaged organisation that works with our community.
Proposed 2025/26 Budget
The Proposed Budget 25/26 has been set based on Council's priorities. It provides $218.19 million in services over the next financial year to work towards the priorities and strategic objectives as set out in the Draft Council Plan. This includes:
- $90.01 million towards a liveable city of well-designed and connected places
- $58.82 million towards a climate resilient city with a healthy natural environment
- $27.71 million towards a healthy community that is inclusive and proud
- $41.57 million towards a well-governed Council that is strategic and trusted
In a challenging economic climate, this budget is financially responsible and responds to priorities and evolving needs of our community. This will ensure that the work we do over the next 12 months delivers maximum impact and benefit to our community.
Council’s 2025/26 work program and proposed budget has also considered 108 ideas submitted to our community ideas engagement process earlier in this year. It also includes a cost of living package.
Some highlights of the services and projects under each of these priorities include:

- Development of Jacksons Hill Arts and Culture Precinct
- Expansion of Willowbrook Recreation Reserve
- Upgrade of Vic Foster Reserve Pavillion
- Construction of second pitch at Hume Hocky Centre in Craigieburn
- Enhancement of open space and play spaces
- Upgrade of local roads and footpaths
- Delivery of waste services
A climate resilient city with a healthy natural environment
- Enhance the ecological values of our open spaces
- Initiatives to support the transition to a low carbon future
A healthy community that is inclusive and proud
- Provision of library and leisure services
- Delivery of maternal and child health, preschool and kindergarten programs
- Delivery of aged and disability services
- Delivery of arts and cultural events and programs
A well-governed Council that is strategic and trusted
- Advocacy activities to secure investment in our city
- Enhancing customer experience
- Enhancing community engagement activities.
