This consultation was approved by the Chief Executive Officer, in accordance with Council’s Election Caretaker Period Policy 2020, to remain open until Monday 3 August 2020.
Governance Rules provide a way for a Council to consider and make decisions on any matter fairly and on its merits. It includes decision making processes to ensure that any person whose rights will be directly affected by a Council decision are able to communicate their views and have their interests considered. Under the Local Government Act 2020, Council is required to adopt Governance Rules by 1 September 2020.
This first stage of community consultation involved placing the draft Governance Rules on public exhibition for a period of 21 days from Tuesday 14 July to Monday 3 August 2020. With local government elections being held in October 2020, Council’s Election Caretaker Period Policy restricts public consultations continuing on or commencing from 1 August 2020 until after the election. While an exemption was granted to allow this public exhibition to close on Monday 3 August 2020, Council has committed to, within 12 months of its adoption of the Governance Rules, conducting a comprehensive community consultation and engagement process with the community before readopting the Governance Rules.
People could give feedback on the draft Governance Rules by filling out the submission form at the bottom of this page or by emailing Council by Monday 3 August 2020.
Project update
Thank you to everyone who provided a submission on Hume City Council’s draft Governance Rules, which were placed on public exhibition on 14 July 2020.
Following this period of public exhibition, at its meeting held on 24 August 2020 Council made a number resolutions including:
- THAT Council notes the submissions received during the public exhibition period and determine that no change is required to the draft Governance Rules placed on public exhibition.
- THAT Council adopts the Governance Rules which are provided as Attachment 1 of this report to commence on 1 September 2020.
The Council report GE459, was considered at Council's meeting on 24 August, when it adopted the Governance Rules which includes copies of the submissions received. A copy of the Governance Rules is included as an attachment to report number GE459.
